City of Moreton Bay cannot accept applications from organisations that have overdue acquittals or debts with Council. Before continuing this application, it is important to check your organisation's SmartyGrants user account, and any other SmartyGrants accounts connected with your organisation, to ensure there are no overdue acquittals.

Supporting documents needed for this application:

  • Current certificate of currency for $20M public liability insurance (for events and projects involving the public)
  • Bank Header including bank details (account name, BSB, account number)
  • Quotes. We understand that it can be difficult to get quotes for some items. For this reason, we will accept up to $1,000, without quotes. However, expenditure above this amount must be accompanied by quotes. For example: if you are requesting $1,600 in Discretionary Funding, at least $600 of this must have quotes.

Supporting documents: Please ensure they are clearly labelled with "Document name - Organisation name". For example: Audited Financials - Lawnton Jive Assoc. Files can be up to 25MB each, however we recommend keeping them under 5MB – the larger the file, the longer the upload time. When uploading multiple documents, wait for each file to upload before trying to attach another file.

Facility projects and events involving the public:

  • For any facility construction and improvement projects, applicants with an existing land tenure agreement with Council or a Council lessee, require an approved Improvement Works Application (IWA).
  • An event or activity on public or private land that is open to the general public may require a Council permit. Visit Council's website to check before completing this application.

Completing an application in a group or team: A number of people can work on an application using the same log-in details. We strongly recommend that you use a shared email address, like info@yourcompany.org.au. But make sure only one person is working on an application at a time. If two people are working on the same form at the same time, it will only save the progress of one person and someone may lose some work.

Submitting your application: You are strongly encouraged to allow sufficient time to review any incomplete or incorrectly formatted answers. You will find a review and submit button at the bottom of the Navigation Panel. You need to review your application before you can submit it. You will not be able to submit your application until all the compulsory questions are completed and there are no errors. Once you have submitted your application, no further editing or uploading of support materials is possible.

Once submitted you will receive a confirmation email with a copy of your application attached. This will be sent to the email address registered on the SmartyGrants user account. If you do not receive this confirmation email, you should presume that your application has not been submitted. Hint: also check the email hasn't landed in your spam or junk folder.

Acquittal of successful Discretionary Funds:

  • Funding of less than $500. Discretionary Fund total amounts of under $500, require an Expenditure Declaration Form four (4) weeks after project completion date. However, Discretionary Fund recipients who have been awarded less than $500 will be randomly audited. Proof of expenditure will be required to be submitted to Council. 
  • Funding of $500 and over. Proof of expenditure is required to be submitted with the Acquittal Report, which is submitted no later than four (4) weeks after the project completion date.

What is proof of expenditure?

    1. a receipt;
    2. an invoice showing no balance owing; or
    3. an invoice with a balance owing accompanied by a bank statement clearly indicating payment made to the supplier.
